Do International Commission of Agricultural and Biosystems Engineering (CIGR) dimension recommendations for loose housing of cows improve animal welfare?
Design of cubicles and self-locking barriers can affect cow skin alterations, lameness, and dirtiness. We investigated whether the International Commission of Agricultural and Biosystems Engineering (CIGR, Gainesville, FL)-recommended cattle housing design and dimensions actually improve cow welfare. We recorded individual cow body dimensions and assessed skin alterations, dirtiness, and lameness on 3,841 cows from 131 loose housing dairy farms (76 farms with cubicles and 55 straw-yard systems). We recorded the dimensions of cubicles (e.g., width, length, and so on) and of the self-locking barrier (e.g., top rail height and so on) for each farm. We then compared whether these dimensions would match with the individual cow body dimensions and whether compliance was associated with the occurrence of skin alterations, lameness, and dirtiness. Most cows (69.2%) had at least one skin alteration, on the tarsus (41.2%); neck, shoulder, or back (28.2%); hindquarters (22.0%); carpus (21.2%); and flank, side, or udder (11.6%). Lameness prevalence reached 17.9%. Most cows (83.1%) were scored dirty in at least one body region, mainly on the lower hind legs including hocks (81.4%), hindquarters (41.8%), and udder (21.0%). Cubicle recommendations were mostly met for cubicle resting length (75.9% of cubicles) and neck rail distance (NRD, 60.7%) but less so for overall cubicle length (CL, 38.8%), cubicle width (CW, 30.9%), neck rail height (NRH, 22.5%), head space (HS, 15.8%), partition zone for controlling lying position (ii zone, 15.7%), head and lunging space (HLS, 10.6%), partition head zone (i zone, 9.4%), and partition zone for pelvis freedom (iii zone, 6.0%). Compliance with design recommendations was associated with fewer skin alterations on neck (recommendation met for CW, CL, HS, and NRD and i zone), hindquarters (CW, CL, NRD), tarsus (CW, i and ii zones), and carpus (CW, HS, i and ii zones); less lameness (CW, NRH, i zone); and less dirtiness on the hindquarters (CW, HLS, NRD), lower hind legs (iii zone), and udder (CW, CL, HLS, NRD). Compliance with recommended i zone and ii zone design was associated with less injury and lameness but more dirtiness, whereas the opposite was true for the iii zone. Self-locking barrier recommendations were mostly met for bottom rail height (68.2%), separation wall width (SWW, 68.3%), and top rail height (TRH, 56.9%) and less often met for separation wall height (36.3%) and height difference between feeding floor and walking alley (26.5%). Risk for skin alterations on carpus and neck only decreased when SWW and TRH met recommendations. In conclusion, compliance with CIGR recommendations for some cubicle dimensions and neck rail position was associated with lower risk for cow welfare. However, the CIGR recommendations on cubicle partitions and self-locking barriers still leave welfare at risk and so need to be refined through further research with close observation of cow lying and feeding behavior.

Housing and management factors associated with indicators of dairy cattle welfare.
Knowledge of potential synergies and trade-offs between housing and management factors for different aspects of animal welfare is essential for farmers who aim to improve the level of welfare in their herds. The aim of this research was to identify and compare housing and management factors associated with prevalence of lameness, prevalence of lesions or swellings, prevalence of dirty hindquarters, and frequency of displacements (social behavior) in dairy herds in free-stall housing. Seven observers collected data regarding housing and management characteristics of 179 Dutch dairy herds (herd size: 22-211 cows) in free-stall housing during winter. Lame cows, cows with lesions or swellings, and cows with dirty hindquarters were counted and occurrence of displacements was recorded during 120 min of observation. For each of the four welfare indicators, housing and management factors associated with the welfare indicator were selected in a succession of logistic or log-linear regression analyses. Prevalence of lameness was associated with surface of the lying area, summer pasturing, herd biosecurity status, and far-off and close-up dry cow groups (P<0.05). Prevalence of lesions or swellings was associated with surface of the lying area, summer pasturing, light intensity in the barn, and days in milk when the maximum amount of concentrates was fed (P<0.05). Prevalence of dirty hindquarters was associated with surface of the lying area, proportion of stalls with fecal contamination, head lunge impediments in stalls, and number of roughage types (P<0.05). Average frequency of displacements was associated with the time of introducing heifers in the lactating group, the use of cow brushes, continuous availability of roughage, floor scraping frequency, herd size, and the proportion cows to stalls (P<0.05). Prevalences of lameness and of lesions or swellings were lower in herds with soft mats or mattresses (odd ratio (OR)=0.66 and 0.58, confidence interval (CI)=0.48-0.91 and 0.39-0.85) or deep bedding (OR=0.48 and 0.48, CI=0.32-0.71 and 0.30-0.77) in stalls, compared with concrete, and in herds with summer pasturing (OR=0.68 and 0.41, CI=0.51-0.90 and 0.27-0.61), compared with zero-grazing. Deep bedding in stalls was negatively associated with prevalence of dirty hindquarters (OR=0.50, CI=0.29-0.86), compared with hard mats. It was concluded that some aspects of housing and management are common protective factors for prevalence of lameness, lesions or swellings, and dirty hindquarters, but not for frequency of displacements.

Relationship between herd size and measures of animal welfare on dairy cattle farms with freestall housing in Germany.
The objective of this study was to examine the association of herd size with animal welfare in dairy cattle herds. Therefore, 80 conventional dairy cattle farms were classified by the number of cows into 4 herd size classes, C1 (<100 cows), C2 (100-299 cows), C3 (300-499 cows), and C4 (≥500 cows), and assessed using multiple animal-based measures of the Welfare Quality Assessment protocol for dairy cattle. Data were recorded from April 2014 to September 2016 by an experienced single assessor in northern Germany. Each farm was visited 2 times at an interval of 6 mo (summer period and winter period) to avoid seasonal effects on the outcome. The average herd size was 383 ± 356 Holstein-Friesian cows (range 45 to 1,629). Only farms with freestall (cubicle) housing and a maximum of 6 h access to pasture per day were included in the study. Data were statistically analyzed using a generalized linear mixed model. None of the farms reached the highest overall rating of "excellent." The majority of the farms were classified as "enhanced" (30%) or "acceptable" (66%), and at 6 assessments the farms were rated as "not classified" (4%). Regarding single indicators, mean trough length per cow, percentage of cows with nasal discharge, and vulvar discharge increased with increasing herd size, whereas it was vice versa for displacements of cows. Percentage of lean cows, percentage of dirty lower legs, and duration of the process of lying down showed a curvilinear relationship with the number of cows per farm. Herd size was not associated with any other measures of the Welfare Quality protocol. In conclusion, herd size effects were small, and consequently herd size cannot be considered as a feasible indicator of the on-farm animal welfare level. Housing conditions and management practices seem to have a greater effect on animal welfare than the number of dairy cows per farm.

To meet or not to meet welfare outcome thresholds: a case-control study in dairy cow herds.
Recently published thresholds allow classifying dairy cattle herds according to target, caution and alert ranges for welfare outcomes. Such normative thresholds provide one way to transparently assess production practices and are a straightforward communication tool with farmers. In an ordinal response case-control study, we investigated associations of animal, management and resource-related indicators with the risk of exceeding thresholds of prevalence for lameness, claw disorders, integument alterations and leg cleanliness. To this end, we used cumulative logistic regression models on 264 tethered and 392 loose-housed Austrian dairy herds. In tethered herds, the risk indicator average lactation milk yield was positively associated with the probability to exceed thresholds for integument alteration prevalence but negatively regarding leg cleanliness. Associations were also found for operation type regarding integument alterations (lower risk on organic vs conventional farms), for herd size regarding lameness (negative association) and dirty upper hind leg (positive association), and for percentage of fifth or higher parity cows in the herd regarding dirty lower hind leg (positive association). Stall type was identified as risk indicator regarding claw disorders (lower risk of long vs short stands). In loose housing systems, none of the analysed risk indicators was associated with the probability to exceed thresholds for total lameness and claw disorder prevalence. Negative associations with the probability to exceed caution or alert thresholds were identified for lifetime milk yield (dirty upper hind leg), lactation milk yield (dirty upper and lower hind leg), percentage of cows in the herd with a fat-protein-ratio <1 (integument alterations), and percentage of cows in the herd with a fat-protein-ratio >1.5 (dirty upper hind leg). Pasture access showed negative (severe lameness, integument alterations) and herd size positive associations (severe lameness) with the probability to exceed thresholds. Deep litter cubicles compared to raised cubicles with rubber mats showed a lower probability to exceed thresholds (integument alterations, dirty lower hind leg) as well as solid rubber compared to concrete slatted flooring in alleyways (integument alterations). Assessments carried out during the pasture period compared to during winter housing were associated with a lower risk of exceeding thresholds for leg cleanliness measures in both, tethered and loose-housed herds, and for integument alteration prevalence in tethered herds. In conclusion, no principal risk indicator was identified which consistently determined the probability of exceeding predefined thresholds of considered welfare outcomes. Nevertheless, outcome-specific factors show sufficient impact on the categorisation of farms according to prevalence ranges.
